Black is Beautiful Rally Bucket Hat From a Baltimore Black Panther Estate
The Term Black is Beuatul was started to be used in circa 1967 and by 1968 James Brown used the term in his concerts and of course in his 1968 hit, I'm Black and I'm Proud.
The estate sold Black Panther News Papers in Baltimore in the 1960's and could have been used in a Black Panther or Black Power Rally around 1968-1970.
The Bucket hat appears to have been only used slightly and since the hat is a thin material and not a durable hat, it was most likely a give away hat at the rally.
